Subsidies and Payback for Modular Hotels and Glamping Sites in 2026

Demand for modular hotels, glamping sites, and resort properties in Russia is growing faster than classic hotel construction can keep up. Let's break down what government support is available in 2026, why these properties pay back faster than capital construction, and what that means for an investor.

What's in effect in 2026

Since 2025, a new cycle of the national project "Tourism and Hospitality" has been running through 2030. For 2025 alone it provides for more than 30 billion rubles: around 10 billion rubles in subsidies to legal entities for building and upgrading accommodation facilities, and up to 3.5 million rubles in grants for small businesses opening hotels, glamping sites, and resort properties.

The Ministry of Economic Development's competitive selection

Russia's Ministry of Economic Development runs a competitive selection of investment projects for building modular non-capital accommodation facilities for 2025–2027. Compensation is up to 1.5 million rubles per room created, but no more than 50% of the project cost. Priority goes to projects near tourist routes and in regions with high tourism potential and a shortage of rooms.

Small-business grants and other measures

Separately from the Ministry's competition, Rostourism runs small-business grants — up to 3.5 million rubles for building modular hotels through the promote.budget.gov.ru platform. National-project participants also get access to preferential loans at 3–5% annually for up to 400 million rubles over up to 15 years, and a zero VAT rate for hotels put into operation since 2022, in effect through 2027.

Why modular properties pay back faster

The key factor is speed. According to industry estimates, capital hotel construction in Russia typically takes 1.5–3 years, while a modular property takes anywhere from a few weeks to a few months from signing the contract to welcoming the first guests. Modules are manufactured at the factory in parallel with site preparation, rather than sequentially as in capital construction, and work doesn't stop for the season.

This directly shapes the economics: the property starts generating revenue months, sometimes years, earlier, and the cost per square meter of modular construction, according to industry estimates, typically runs 30–50% lower than capital construction. Industry financial models put glamping returns at roughly 20–30% annually, mini-hotels at 15–25% annually with a 4–7 year payback, and resort properties at 15–22% annually with a 5–8 year payback. Compact glamping sites in a strong location with steady occupancy can sometimes pay back faster — in 1–3 years — but the actual timeline always depends on format, location, seasonality, and room rate.
